Report of Day-8 08-11-2025 on celebration of Janjatiya Gaurav Varsh Pakhwada by ICAR-IIWM Bhubaneswar

On Day-8 celebration, expert teams from the ICAR-Indian Institute of Water Management (IIWM) conducted an immersive capacity-building programme under the "Janjatiyan Gaurav Varsh Pakhwada 2025," specifically focusing on the good governance and institutional development in the TSP-adopted aspirational Khaira village of Gunupur Block, Rayagada District. This intervention centered on empowering tribal farmers and community elders to adopt the Tribal Village Vision 2030 Declaration, transitioning the Gram Sabha from a procedural body to a primary planning authority, which is responsible for co-creating local development plans and overseeing scheme convergence (such as PM JANMAN and livelihood initiatives). The experts finalized the selection and initial training of local cadres - the Adi Karmayogis - drawn from women's Self-Help Groups and youth, who are now tasked with ensuring transparent, last-mile delivery of services. It is hoped that this approach will help in institutionalizing the new Adi Sewa Kendra as a single-window grievance redressal and information hub at the village level. A total of 94 tribal farmers including 22 females were present to witness the event. They were also briefed about the life history and inspirational story of Bhagwan Birsa Munda.
